  You only need to do the quest at most 2 times on 2 chars if you have Guaranteed aspd weapon(cheap aion gold) at level 30. If you really want to have a sword/warhammer and Shield or dual wielding sins or glads. Otherwise you can do it once, then after that just give it to aion gold your alts and change it the same way you do the armor pieces.
  If you choose to roll a ranger, it will easily level(aion powerleveling) to 30, spend about 300k converting stuff over to leather and a bow and be on merry way without the stress of trying to find a good bow and armor at the AH without getting screwed in the process.
  Sure you can drop a couple mill kinah up front to do the weapon quest that many times but whats that compared to peace of mind. It seemed to be a pita at the time. So it was totally worth to have daeva weapon in Aion.
